| Résumé | Le terme de « publics empêchés » représente les personnes handicapées, hospitalisées, incarcérées ou encore les personnes âgées. Ce sont des publics, qui, gênés par un empêchement (un handicap, une immobilisation…) ne peuvent pas accéder correctement aux services de la bibliothèque. Ce public, égal aux autres, devrait être inclus et posséder les mêmes droits quant à l’accès à la culture. Mais quels sont les aménagements mis en place par les bibliothèques pour favoriser leur accueil ? Quels efforts restent-ils à faire ? Comment proposer une offre accessible et pertinente ? Quelle est la réception de ces questions par les professionnels ? Pour répondre à ces interrogations, ce mémoire s’ouvre par état des lieux des pratiques en France, en présentant les textes préconisateurs des pratiques et la législation qui fixe les normes d’accessibilité. La thématique du public empêché est abordée, son identité, ses besoins et notamment les différentes manières de le conquérir, à travers le temps. Ensuite, sont exposés les agencements pour faciliter l’accès, d’abord du cadre bâti mais aussi des collections ainsi que des animations en passant par le numérique, véritable bouleversement dans l’abord de ces publics. Les notions de tarification et de communication seront aussi évoquées et tout cela à travers des exemples de plusieurs bibliothèques municipales de France. Dans un second temps, la ville d’Angers et plusieurs de ses bibliothèques seront analysés pour y présenter les services en direction des publics empêchés ; bibliothèques de quartiers, bibliothèque à domicile ou encore bibliothèque du centre hospitalier universitaire. En outre, une réflexion sera faite sur les différentes philosophies et sur les perspectives d’avenir de ces établissements. |
| Résumé en anglais | The term of " prevented publics " represent people with disabilities, incarcereted or old people. They are publics who are bother by an impediment (by a handicap, an immobilization...) and who can't correctly access to the library's services. This public, equal to the others, should be included and have the same rights about the access to the culture. But what are the facilities put in by the libraries to promote the reception ? Which efforts they still have to make ? How to propose an accessible and relevant offer ? What is the reception of this question by the professionals ? To answer these interrogations, this dissertation start which a state of play of the practices in France, while presenting the specifiers texts about practices and the legislation which fix the accessibility standards. The prevented publics's thematic is addressed, his identity, his needs and especially the differents manners to conquer it, through time. Then, are exposed the fittings to facilitate the access, first of the setting built but about collections, animations and digital too, which is a real upheaval in the approach of these publics. The notions of tariffs and communication will be mentioned too and all of this through examples of several public libraries in France. Secondly, many libraries of Angers will be analyzed to present the services in direction of the prevented publics ; the neighborhood libraries, libraries at home or the university hospital library. In addition, a thought will be made on the differents philosophies and on the future prospects of these institutions. |
